If you navigate to Business Settings → Security Center in Meta Business Manager and see "Ineligible for Verification" or a greyed-out Start Verification button, Facebook isn't allowing you to initiate business verification yet.

By starting the WhatsApp API onboarding process, you signal to Meta that your business intends to use WhatsApp. This makes the verification option immediately available.
A pop-up will prompt you to log in with your Facebook account. Use the account that is an admin of the Business Manager you want to verify. Select your business from the dropdown.
You'll need to input a WhatsApp phone number – this can be your intended business number or even a spare/test number. You can replace or add numbers later.
Go back to Business Settings → Security Center (refresh the page if needed). The Start Verification button that was previously disabled should now be enabled and clickable!

Click "Start Verification" in Security Center. Select your business or choose "My business isn't listed" to enter it manually.
Provide your legal business name, address, phone number, and website. Ensure these match your official documents exactly – even tiny discrepancies can cause rejection.
Select email verification (recommended). Use a company email that matches your business domain for best results.
Upload clear, color scans of business license, incorporation certificate, tax certificate, or utility bill showing your official name and address.
Enter the confirmation code sent to your email and submit. Facebook's review typically takes several days (up to 14 days). Check Security Center for status updates.
